Research On Chinese Government's Countermeasure To Change The Weak Position Of Migrant Workers On The Present Stage

Migrant Workers are typical groups with weak power who are the double production of economy and society factors. It is a common social phenomenon during human being's history development. It is a peculiar social group appearing and substantially developing with the industrialization and urbanization after China's reforms and opens. We have to admit that the appearing of migrant workers is the inevitable result and the necessary cost ofreforms. History is always going forward by treading sharp knives. During the certain period of social development, some people's benefit must be sacrificed, since development is always achieved by paying cost and ultimately throwing away cost. On the initial stage of reforms and opens, Migrant Workers have born more cost brought by reform. They could feel the cost they paid for the reform. We could say that the existence of changing the problem of groups with weak power has the historical rationality, because existent is reasonable.The problem of Migrant Workers is a big one that relates to above 500 million people's immediate and vital interests; also a complex problem integrates economy, society, and politics even vigorous problem. The ample migrant workers group definitely blocked sustained economic development and increased difficulty of reform as well as threatened the society safety. Therefore, the settlement of migrant workers problem will decide China's industrialization, urbanization and modernization, even the course and development future of the entire country.The important connotation of concept of scientific development is to adhere to the people-centered spirit and coordinate urban and rural development。This is decided not only by the purpose of our party to govern for the people, but also by the goal of building a well-off society demands. Arranging migrant workers appropriately will be conducive to fundamentally resolving the "Three Rural Issues", coordinating relations between industry and agriculture, achieving the common prosperity and development of urban and rural areas. Building a socialistic harmonious society which is full of democracy and monocracy, equity and justice, sincerity and amity, energy and order, harmony between man and nature is the important goal of comprehensively building a well-off society and achieving modernization.To achieve this goal, we must ensure that all members of society will have equal rights and share the fruits of reform and development and it is also an inevitable requirement to resolve a range of issues involving the rights and interests of migrant workers. It is the world industrialization, urbanization trend that surplus rural labors move to non-agricultural industries and towns, but its scale, progress, methods and social effects are not same in different countries. There will be more and more rural labors gradually moving to non-agricultural industries and towns, since China has a large population, a great number of rural labors and is at the speedup development stage of industrialization and urbanization. The emergence and growth of migrant workers is a correct choice and an effective way to transfer surplus rural labors in China with obvious Chinese characters.By focusing on how to change the status of migrant workers, from theoretical analysis to countermeasures discussion, this paper comprehensively expounded the important problem of the weak position of migrant workers and the countermeasures of China's government to change the status of migrant workers. This paper includes three parts. The first part probed how to change the weak position of farmers on the academic level and expatiated on the concept of weak position, the fundamental characteristics of migrant workers and the necessary meaning of changing migrant workers'weak position at current stage in China. The second part anal sized the basal status of changing migrant workers'weak position at current stage in China, the problems and the reason of the problems; the third part explored the main countermeasure of changing migrant workers'weak position at current stage in China from three aspects of law, administration and economics.
