Research On Multi-effect Appraisement Of Dryland Water-saving Agriculture In North China

Dryland water-saving agriculture (DWSA) is the inevitable choice to overcome the restriction of shortage of agricultural resources and realize the goal of agriculture development for sustainable in North China. Studying the multi-effect appraisement of DWSA is the requirement of the spread of DYWA. The reason is as follows:Firstly, result of the study can promote the spread of DWSA. Secondly, result of this study can guide the development direction of DWSA. Thirdly, the study can drive the technology research of DWSA. Fourthly, result of the appraisement can be the index of regional development.In this paper, with the guide of the theory of Sustainable Development, EESCD and Partial Equilibrium, the system of multi-effect appraisement of DWSA in North China is constructed.1. According to the characters of DWSA, the paper defined the economic effect of DWSA, social effect of DWSA, eco-effect of DWSA and multi-effect of DWSA. And based on these definitions, the system of multi-effect appraisement of DWSA in North China was constructed. The system includes model, index system, appraisable method and appraisable procedure.2. Applying the system of multi-effect appraisement of DWSA, the paper appraised the recent decade multi-effect of DWSA in Shouyang county, Shanxi province. Appraisement result showed that the multi-effect of DWSA in Shouyang presents the climbing trend. The economic and social effects of DWSA show the obvious climbing trend. However, the ceo-effect is not outstanding. Therefore, the paper made the conclusion that in underdevelopment area, the main function of agriculture multifunction to region development is its economic function and its social function. Furthermore, the economic function is more important than the social function.3. Case study made us realize that farmers attach more importance to farming's economic effect than its social effect and eco-effect while the local government should pay more attention to agricultural multi-effect. As for the farmers' activities of overlooking farming's social and eco-effects, we call them negative externality. To changing negative externality into interior, it is very necessary for local government to subsidize fanners while spreading the patter of DWSA.Finally, this paper try to do some innovation as fellows:1. Introducing APH into the work of multi-effect appraisement. Based on this, we try to construct the appraisement system of DWSA for North China.2. Combining the technological index and the social development index to weigh the multi-effect of DWSA.3. Using theory of partial equilibrium to analyze the development under the restriction of agricultural resources.4. Discussing negative externality and its solutions.
