As the pace of global trade liberalization is speeding up, non-tariff barriers have been the most important method for government to protect domestic economy. Therefore it is necessary and pressing to study how the government in this field has further proved the role of government to be critical. These lay the background of this paper.Based on the western governmental function theory and cases, I raised hypothesis according to a model of anti-NTBs mechanism built. Accuracy of the model was tested by analysis of data from questionnaires, in which I used the Delphi method. And I came into conclusion in response to NTBs that, the government should focus on the constructing process, assist the central government practices in early warning, and help companies and local industry associations against lawsuits. This is a practical conclusion to be used in government practices. In addition, using the Delphi method, I have collected specific suggestions through questionnaires from experts on the roles of local government against NTBs, which also provide important consultation for the local government in decision-making.Cases in this paper are all first-hand information to which I have paid close attention for nearly half a year. Precise and based on fact, they formed sound foundation for the model.
