This dissertation sheds light on regulation and competition in network industry. After making comments on natural monopoly theory and regulation economics, the dissertation analyzes economic and technique characteristics of network industry, discusses the reasons of deregulation and introducing competition in network industry, considers relations between regulation and competition, then defines the conception of workable competition. On such basis, the dissertation turns into studying developing process of regulatory policies after deregulation in network industry. Taking telecommunication industry as an example, we focus on policies of asymmetric regulation, access pricing, interconnection regulation and universal service regulation. And The United States, England, New Zealand are selected, we inquiry into telecommunication industry of these three representative nations, conclude their experience and lessons from regulation reform, look into their regulation policies frame. Finally, apart from looking back regulation reform and introducing competition in Chinese telecommunication industry, we make SCP analysis for Chinese telecommunication industry and point out the existing problems, then review the current regulatory institution and regulatory policies. In the end we provide proposal of reconstructing new regulation system. Through investigating telecommunication industry, we hope that these conclusions can help to make clear relation of regulation and competition in Chinese network industry.
