There are two fields in state-owned monopoly industries, natural monopoly field and competition field. It is reasonable to carry out monopoly operation in natural monopoly field, but not the competition field, which should introduce competition to transform monopoly into competition. Competition reform can make the monopoly industries more efficient, safeguard the rights and benefits of consumers and promote income distribution more reasonable and receive social equity. The theory of industry organization, especially the development of the Theory of Contestable Markets, the advances in science and technology and the expansion of market demand, make the competition reform possible. In order to break the monopoly and bring in the competition, western developed countries took some measures, such as reorganization and privatization. Our country’s reform has achieved positive results, but there are still some problems, for example, the lack of effective competition and the popularity of the anti-competitive practice.International competition reform modes give us some advise.By analyzing the advantages and disadvantages of the reform modes and the practice and feasibility of the application of these reform modes in the monopoly industries, we should take some measures from the view of legal system. There are some major suggestions in the views of industry regulation and the anti-monopoly law. Industry regulation includes network access, universal service, prohibition of cross-subsidies and market access. The anti-monopoly law also can play a part in the reform, which concerns the regulation of monopoly agreement, the abuse of network advantages, concentration of undertakings and administrative monopoly.
