The aim of the dissertation is to explore the local government behavior models by the analysis of both theory and practice in the concrete affairs of inviting investments from overseas, and to point out the concrete behavior that can be adopted by the local government in the course of inviting investments from overseas, which can be provided for reference.This dissertation is trying to create a scientific theoretical model that includes competitive, service and cooperation behavior of the government on the basis of the expatiation and analysis of both theory and practice in inviting investments from overseas by local government. It is to personify the government behavior economically and to import the relative theories of market economy. The key point is to control government behavior in inviting investments from overseas and to analysis the competitive behavior among governments, furthermore, to create a fair theoretical competitive environment and to further discuss the government service function and the government cooperation. As the branch of the concept of great competition, government service function and cooperation are independent because this will make local government behavior expatiate more clearly. In emphasis chapters, it can be seen that local governments have five concrete behavior which include paying attention to collection and utilization of information, creating superiority in regional difference, driving development of industry, strengthening government service function and promoting the communication and cooperation among local governments.
