Public charging is one of the most important forms of governmental public revenue in the countries worldwide. In China, the public charging proportion in the gross national financial revenue is about 20%, and the proportion is even larger in gross financial revenue of the local governments. However, the research on public charging starts relatively late in China, and is localized on technicalities as public charging institution or fund management, etc. In practice, both legal system and management method on public charging are imperfect, some government departments regard public charging as their "own funds", all these lead to indiscriminate charging, funds raising, apportion, and funds misusing, and dismember the financial function of the government.This thesis attempts to probe into the rational confines of public charging issue from the angel regarding the relation between government function adjustment and confines of public charging. The thesis presents the theoretical foundation and the current situation of public charging in depth. On the basis of the research on the government function range and current confines of public charging as the focal point, the thesis reveals that government function normalization is the key precondition for the determination of the rational confines of public charging. The thesis proposes that government function normalization is the resolution method to responsibility differentiating of government and market, determination confines of public charging and market pricing; also to the function differentiating of pure public goods and quasi public goods, determination confines of public charging and taxation, so as to limit the confines of public charging to compensation form of providing quasi public goods by government canonically, exert veritably the unique function of...
