Legitimacy Of Urbanization In Perspective

Recently, with the rapid urbanization process, the undertakers and behavior which affect the performance of state institution greatly, which challenge the state authority and legitimacy in country. The analyze of the legitimacy of urbanization on the political perspective, is the key point for next stage urbanization to improve the government public administration function, enhance the interaction of government and peasantry, realize the transformation of governance.This article introduce the legitimacy concept to the research of urbanization,divide the legitimacy concept to four dimensions------administrative legitimacy, lawlegitimacy, social legitimacy and political legitimacy, and make the legitimacy the tool to analyse the dilemma of urbanization. After the analysis of phenomenon in urbanization, draws the conclusion that the abuse of administrative authority and power result in the dilemma of administrative legitimacy, the illegibility of regulation and ideology induce the decline of the law legitimacy, the ignorance of the classification of country, the rising of new authority , the lack of participation and the channel of interest expression weaken the social legitimacy, the failure of ideology and propaganda, the unbalance of village organization structure lower the influential of the state power on country are all lead to the crisis of political legitimacy ultimately.How to rebuild the legitimacy of urbanization, the article proposes that on the value level, the emphasis of social justice , democracy and equity would build the political legitimacy; the improvement on political participation based on the absorbability and introduction of country elite could solidify the social legitimacy, taking back the government power from the country, building the limited and effective government and maintaining the peasants' interest could emphasize the administrative legitimacy and improve the urbanization law and government' s responsibility could increase the law legitimacy.
