Study On The Government Behavior Of The Comprehensive Improvement Of Rural Land Under The Background Of New Urbanization

With the accelerating pace of urbanization,comprehensive management of land has gradually become a major problem that cannot be overlooked.The soundness and standardization of land management mechanisms will directly affect the overall pace of urbanization and even determine the development of the country and society.Level.In the urbanization environment,the government plays an extremely crucial role in the process of comprehensive reform of rural land management.Therefore,the article focuses on the analysis of various policies to promote the comprehensive management of agricultural land that have been introduced and implemented by the government in the context of urbanization.It aims to effectively improve the quality of comprehensive management of agricultural land in China and accelerate the pace of urbanization.The article mainly analyzes the government behavior of comprehensive management of rural land from the perspective of new urbanization through the methods of literature review,case analysis,investigation and analysis,etc.,following the order of asking questions,researching problems,and solving problems.First,the article introduced research topics by introducing the background of new urbanization and comprehensive rural land improvement,and then introduced the professional terms and related principles mentioned in this paper;then,it thoroughly explored the rural land of Beichen District of Tianjin under the background of new urbanization.Comprehensive management,thus summing up and summarizing the local government departments in the comprehensive management of rural land inadequacies and causes;the end of the text,combined with the above discussion,developed from the perspective of a new type of urbanization,comprehensive management of rural land to give full play to the role of the government.The main conclusions of this paper are as follows:(1)The comprehensive improvement of rural land can help to quickly change the rural landscape,stimulate rural economic development,and improve the quality of the material life of farmers.(2)Problems affecting the comprehensive improvement of rural land in Beichen District of Tianjin There are problems in the form of decentralized management organization of government performance;the lack of centralized land registration management;the lack of standardized land transfer procedures;the unscientific distribution of income;the difficulties faced by capital and technology;Public participation is not positive enough.(3)It is not difficult to find out from the overall in-depth study and analysis that the Beichen District Government of Tianjin does not perform its duties properly,lacks a certain sense of service,lacks and deficiencies of the rural social security system and the land transfer mechanism,and the relevant laws and policies are not sound and financing.The single channel and inadequate policy advocacy are the six reasons that cause government behavior problems.(4)It is necessary to further promote the development of the new urbanization construction process in Beichen District,Tianjin City.This requires a combination of theory and practice,effectively addressing the effects and status quo of the comprehensive improvement of their own rural land,improving the management mechanism,and improving land circulation.Markets,standardized land transfer procedures,sound legal and policy systems,increased capital investment,and strengthened policy advocacy and guidance.
