The Relationship Between Navy War And Environmental Information

Marine science and technology are a kind of high tech in the contemporary era, along with information tech, biological tech and new material and spaceflight tech which are improving the transformation of the economy and military affairs. The exploitation of the ocean will be the prominent point not only for the increasing economy, but also for improving the new power of fighting. The principal navy task is how to use the ocean—the special natural surroundings to safeguard the state oceanic rights and interests and to serve the oceanic politics and economy, and to be the strong guider for the development of the new oceanic productivity and the achievement of the project in the new century.The paper discusses the present sea warfare characteristics and corresponding necessary surrounding information in detail; especially aim at the navy special environment. The assignment fields for the sea warfare and the relatively sensitive information are introduced. This paper put forward the concept of uncertainty of the surrounding information and also discusses the effect of the uncertainty on the navy ability to carry out the key tasks. On the other hand, the another center point is that the net information would be the way for the modern navy development: the center network will be revolutionarily affect the oceanic and meteorological insurances. Modern navy is an army service combined with high synthesization, tech collection and special arms of services composition. The main conclusions are as following as:1. The sea surroundings as the battle space have closely relationship with the movement, dependences and the adaptability of the equipments of our army and enemy. The sea military equipment system, which forms all the kinds of the sea battle ability, is affect by the sea surroundings, such as temperature (pressure) on the sea, wind, waves, tides, sunshine radiation, pycnocline of the sea, conductance and oceanic topography, magnetic field, and so on. Most kinds of 3 dimension oceanic factors or the artificial phenomena will work. Since the increasing synthesis and cross of the military tech, these sea surrounding factors have be the key to improve the sea battle ability and keep the advantages of the army equipments.2. For the military equipment in the sea, the pycnocline greatly affects the submarines; the changes of the magnet affect character of the magnetic target; the ship equipments need to adapt the limitation of the marine conditions. Oceanic and atmospheric waves affect the of the detection of radar and exact mission of missiles; the quality of atmosphere and clouds and mist affect the light transfer greatly. Sonar equipment and fish torpedo control and guide equipment have relationship with sound transferring characteristics in sea surface, in the sea or in the bottom; the marine surroundings play an important role on the sound factors such as the emission missile under water, emergence from water and fish torpedo entering water.; the submarine sitting on the sea bottom is relate to the sea topography, etc. It could be made the army system and detecting equipments up to maximum optimization if we survey and master the marine environment factors in the sea fighting field.3. To be considered the fighting methods on the sea, mastering the marine surrounding factors is as same important as mastering the enemy situation, which is the necessary conditions to have the initiative power during the preparation course and the temporal fighting movement. As far as we have exactly understand the environmental information in the sea fighting field surface, under sea and above sea the enemy circumstances, and then to combine and reconstruct the information, we could draw the scientific fighting project; and deploy the battle disposition for the sky, for the ocean, for the harbor or for the bank; and at the same time the enemy circumstances and environment information are both necessary in the harbor, the basement, the sea-routes and nearby areas. Therefore, it is one of the main aspects under the modern high tech condition that the commanders should understand and use the surrounding factors to improve the battle disposition.4. The technology of the marine sound environment and target detection sound tech are the main methods to survey, measure, corresponding and controlling and guiding arms in the water, also the important tools for the submarine fight and anti-submarine fight.I hope that the new concepts and methods above could improve the research on the military marine science and meteorology, and have the elicitation meaning and using for reference to improve the joint operations in the sea.
