Study On Optimization Of Information Environment Philosophy Of Science And Technology

When humankind enter into Information Society, information negative effects, such as information overloading, information pollution, information disaster and information gap exert a serious influence on the rational use of information resources. On the basis of other bachelor's research, this paper discusses the types and negative influences of information negative effects. And it further discusses that the causes of information negative effects should be analyzed in an information environmental system of Human-Information-Environment. Five main factors of information environmental system are emphatically analyzed. These factors include informational person, informational resources, informational technology, informational policies and laws and information ethics. It is pointed out that information negative effects are caused by the interaction and the unbalanced development of these factors. Otherwise, the information environmental system is also influenced by the outer factors such as politics and economy etc., which also cause the informational negative effects. In order to optimize the information environmental system, a new concept of information environment should be built, namely, an information environment of which information person is the principle part, in which information technology is rationally used and normative information ethics are built. It should be protected by safe, healthy and strong informational policies and information security mechanism to ensure the better use of information resources and promote the coordinate development of information environmental system. This paper contains five parts.The first part analyzes the definition, characteristics and functions of information.The second part summarizes the types and their negative effects of information negative effects.The third part the reasons that the information negative effects come into being. It puts forward the concept of information environmental system. It also analyzes the influences of five main factors of information environmental system that affect the formation of information negative effects.
