Firstly as about reasons and factor analysis is the fund distribution; secondly, through making analysis on budget modes, Approach modes and behaviors modes, the author attempt to find underlying problems in fund distribution, and propose a new mode design. thirdly, propose a new distribution approach: 1.at the beginning point, items prediction and function—cost analysis are well combined; 2.at each milestone, an adjustive way for budgeting next stage is proposed ; 3.at the termination, final decision is made ; Finally is to propose measures to improve fund distribution performance.
