In recent years,with the sustained development of China's economy and the continuous improvement of economy,government fiscal revenue has increased steadily,and the fiscal expenditure has also expanded.The publicity of financial budget and final account information has gradually received the attention of all sectors of the society,and the public's enthusiasm for participating in state management,exercising supervision power,participatingin politics has also gradually increased.With the development of the times and the transformation of government functions,the publicity of financial budgets and final accounts has gone through a period from secrets to full disclosure:Until 2016,the "Procedures for the Operation of Local Government Budgets and Final Accounts" was promulgated,which clarified and standardized the disclosure content,time,and methods of government budgets and final accounts,providing specific operating guidelines for the disclosure of local government budgets and final accounts.All levels of government have done a lot of work of publicity of financial budget and final accounts,but in different methods and degrees.Although the publicity of financial budget and final accounts in Xincheng district started earlier,there is still a large gap in the level of disclosure compared with superiors.Therefore,how to effectively promote the release of local government financial budgets and final accounts and maintain the public's right in know about the financial operation is still a subject that needs in-depth study.
