Study On Fiscal Expenditure For Agriculture In China

Agriculture is the foundation of the national economy, it has the assurance of social stability and national prosperity. The importance and specialty of agriculture demands the supports and protections, especial the fiscal support from government. As a core measure for government's supporting and protecting in market economy, fiscal expenditure for agriculture has been paid much attention by governments and researchers in different countries. China is a big agricultural country with 9 hundred million of whom are countrymen, and in the conversion from traditional agriculture into modern agriculture. Research on the fiscal agricultural expenditure is helpful to make good use of the limited agricultural funds, to promote the development of agriculture. The paper expatiates firstly the domestic and international theories concerning fiscal expenditure for agriculture, providing the theories foundation for the follow-up research with the analytic methodology. Then analyzes the scale, the patterns and the efficiency of the fiscal expenditure for agriculture in China since reforming and opening to outside with the positive analysis method and comparative research method. The main purpose of this dissertation is to present some improving suggestions according to the problems existing in China fiscal agricultural expenditure and to hope having some enlightenment for perfecting China fiscal agricultural expenditure. The study shows: the absolute scale of fiscal agricultural expenditure presents raising trend, but the growth rate fluctuates. As far as China current fiscal resources, absolute scale and relative scale of fiscal agricultural expenditure are all in a normal level, so it has more practical significance to stress on steady increasing of aggregate expenditure than to stress on enlarging the relative scale of agricultural expenditure. The spending structure of expenditure funds is not reasonable due to only a little funds be invested in capital construction and science & technology for agriculture. Compared with the central government, the local government is the main body of fiscal expenditure. The abuses in fiscal expenditure management are the main reason why fiscal agricultural funds are not used efficiently.
