Budgetary Expenditure On Agriculture In China: Status, Issues And Future Policy

As we know, the "three- agriculture"problem means "agricultuer, rural area, and peasant" problem has become the most fundamental factor, which has been impacting and restricting the development of economy and society in China. Among them, the first is agriculture problems.As a special sector with public interests, agriculture has been intervented and supported by goverments both in developing countries and developed countries. The development of agriculture needs public service and public facilities, which a belonging to public goods or quasi-public goods. Agriculture has its special characters. It reveals more externality. It not noly has economic benefit, but also has social benefit and ecologcial benefit. As a core measure for government's adjiusting and protecting agriculture in market economy, fiscal agriculture expenditure levels, invest patterns and invest structures have been paid much attention by goverments in different countries. Now, under the public finance expenditure system, the character of agriculture's public goods and externality made that is more important for fiscal agriculturae expenditure and the problems to lead to lowing benefits of fiscal agriculture expenditure.Market economy is a kind of beneficial economy. Raising fiscal expenditure benefit is an objective requirement for changing government's founction in market economy, and it is also the main aim of China fiscal system reform. Fiscal agriculture expenditure is an important content of government's public expenditure. Fiscal agriculture expenditure means budgetary expenditure on agriculture. Restrained by fiscal resources, how to raise fiscal agriculture expenditure benefit is the main problem that must be resolved for reforming China fiscal agriculture expenditure system and perfecting expenditure fund management, and is also the important aspect of government strengthem invstment agriculture under the public finance theory and new stage of agricultual development at this moment. It has been given rise to a great attention which government takes to support and protect its own agriculture, fiscal invest to agriculture plays' a very important pole in solving the "three-agriculture"problem.This paper focused on an analysis of problems and measures of fiscal invest to agriculture since 1979, when the reform policy was carried out. The aim is analyzing the scope and structure of fiscal agriculture investment expenditure; research the problems of fiscal agriculture investment expenditure. Analyzing and researching the measures and ways how to raise the benefit of fiscal funds expenditure for assisting agriculture, under the thorey frame of the new stage of public finance theory.In this dissertation, Chapter Two: Research the theoretical section of this thesis about fiscal funds expenditure for assisting agriculture, analyzes financial expenditure corresponding theory and fiscal funds for assisting agriculture bassic theory. Chapter Three: Linked with objective reality of the agriculture development of our country, this dissertation expounds the present state of the financial support agriculture. Concrete evidence analyzes the structure and function of national fiscal fund expenditure for assisting agriculture. From the major aspect of fiscal fund expenditure for assisting agriculture: Expenditure for Supporting Agricultural Production and Agriculture Operating Expenses,Expenditure for Capital Construction, Science and Technology Funds expenditure etc. Chapter Four: By using concrete evidence analysis method, standard analysis method .compared method, analyszes objective relity of various aspects of fiscal agriculture investment scale increasing rate investment structure and fiscal funds management, researches the outstanding issue and its influence of fiscal funds expenditure for assisting agriculture in China, and draw a conclusion.
