In this case, Junichiro Koizumi who was insisting onthe reform was got in as the new Prime Minister of Japan. After his electing, hecarried out a series of reform, however, the effect of his domestic reform was faraway from the people's expection. His diplomatic adjustment proceeded greatlycomparing with domestic reform. Under the promotion of prime ministerJunichiro Koizumi, Japan gradually departed from the pacificism that was alwayspersisted, and went towards enacting collative right of defense, the way ofremilitarizing. It changed the diplomatic policy of moderation towards china,holding the strong views against the relations between China and Japan andenabled the relations become almost the most severe situation since theconstruction of the diplomatic relation.At first, this paper analyzed the reason that Junichiro Koizumi is elected through introducing the Japanese political and economical conditions before his assuming the reins of government. In the meanwhile, it also analyzed the consequences that the general tendency of Japanese conservation produced to theprime minister's carrying out of specific policies. Second, it analyzed the prime minister's political transformation towards America and the North Korea. On the basis of this analysis, it analyzed the transformation of policy towards China and the reason specifically. Then it made conclusion about the characteristics of policy towards China and the impact to China after analyzing the transformation of policy specifically. At last, after analyzing the diplomatic policy transformation of prime minister, it made further analysis and prospected the tendency of Prime Minister Junichiro Koizumi's policy for China in the following years.
