In recent years, with the quick development of city economic in modern society, some problems in city are progressively coming out. The rise of electronic commerce makes transport and distribution more important than ever to people when shop through internet, so transport and distribution are important factors that influence not only the goods cost but the development level of city. Delivery transport induces some problems including the traffic jam in city, traffic accident, the damage brought by tail gas pollution of transport tools to city environment, which has become a big problem that hampers the development of city economic and influences the normal life of residents. The traditional delivery way is that every retailer directly accepts goods from factory separately, thus forms cross route that like spider web, which has disordered transportation and low efficiency. Private cars especially in big cities increase sharply, although constructing tridimensional transportation network in ground, overground and underground in cites, still cannot meet traffic and population requirements, city traffic is becoming more crowed. In addition, due to the badly decrease of petroleum, the fuel price increases quickly, which puts forward challenge for improving operation efficiency of vehicles and reducing transportation cost. Furthermore, the business amount of distribution based on electronic commerce will increase gradually in city, if still organize delivery by continue to use prevenient logistics method, there will appear a series of problems, such as service quality declines, cannot meet the requirements of clients, hard to control logistics cost due to a large amount of inconsequence delivery, unreasonable vehicle routing and scheduling will make the working time and route line of delivery vehicles increase, thus lead to the increase of traffic burden in city. So, have research on optimizing the whole delivery system, thus decrease vehicle amount while carrying capacity increasing, increase socialization transportation and reduce private transport, which can decrease logistics cost of the whole society, and bring bigger economic benefit and society benefit. This paper has research on optimizing vehicle routing and scheduling problem in city area. The paper summarizes some basic theories concerning city distribution and vehicle routing and scheduling, puts forward to use heuristic algorithm to optimize vehicle routing and scheduling problem; programs the function modules of Yang Jiadian distribution center, and designs flow for delivery work; advances optimizing objects of vehicle routing and scheduling of city delivery that are accord with practical conditions, sets up mathematical model of vehicle routing and scheduling in the light of the objects, and designs allocating-saving heuristic algorithm to solve the problem; develops software system used for vehicle routing and scheduling. First, the paper summarizes city delivery and all kinds of algorithms used for optimizing vehicle routing and scheduling problem, analyzes the advantages and disadvantages of system simulation method, mutual movement between human and machine, precision algorithm, heredity algorithm and heuristic algorithm, and by comparison to decide to use heuristic algorithm to optimize vehicle routing and scheduling problem for it has the following advantages: high operation precision, quick operation speed, has low requirements on initial value etc., and its result is just suitable for the characteristics of city delivery to seek more excellent result. It need consider not only optimizing match loading of vehicle and delivery road, but combining and optimizing the inside work of delivery center on the whole for delivery center to seek lowest cost and biggest benefits, thus reach the highest benefits and few errs for delivery on the whole. The paper programs the function of Yang Jiadian delivery center based on its original functions aiming at this object, adds circulating, processing and information functions etc., the paper also designs the inside operation flows for delivery and goods match work, and studies out to apply electronic map to display the client delivery network of delivery car, thus makes the delivery center finish the prophase work of vehicle routing and scheduling inside with the highest efficiency.
