Discussion On The Adjustment Of Regional Industrial Structure In The North East Old Industrial Base

From the establishment of the new China, the North East hasacted as the energy base, so for 56 years, this area has carriedout the industrial structure that the leading industry areheavy-chemical industries, which restricted the North East'sdevelopment seriously. From the 1990's, the China government hasadjusted the industrial structure of the North East, and obtainedsome achievement, but only there is a change of positions betweenthe first industry and the second industry, not the leading industry.The industrial structure turned '213'into '231'. This industrialstructure is restricted by the storage of nature resources: if thenature resources are adequate, this structure will promote thedevelopment of the North East because of the development of heavy-chemical industries. But recent years, with the decrease of natureresources, the heavy-chemical industries are in hot water, whichrestricted the development of other industry and shaped theunreasonable industrial structure. So industrial structure need tobe adjusted with reason.This thesis studies how to adjust the industrial structure ofthe North East from the system theory. The thesis thinks that theconstruction of the North East old industrial base is a complicatedsystem problem. The adjustment of industrial structure in NorthEast is to change the interacted relation between industrialelements, or cultivate the new high-powered ones, consequentlychange the system structure, make the industrial structure from theout-of-order state to ordered state and enhance the function of thesystem, realize the persistent increase of regional economy come.The high transformed rate of the industrial structure will lead tothe high increasing rate of gross economy, vice versa. They promoteeach other. In this sense, using system theory thought to adjustthe industrial structure of the North East can activate the itseconomy and realize the continuable development, In addition, onthe view of the industrial layout of the whole country, regionalindustrial structure system is the subsystem of the wholeindustrial structure system. It is proved in practice that it isimpossible that China government carry out the thought of macroindustrial layout, and must adjust the regional industrialstructure to form the gradually development from the part to thewhole, finally make the whole industrial layout optimized. In thissense, the system adjustment of industrial structure in North Eastwill conduce to optimize the whole industrial layout. By analyzing the status quo of the old industrial base, thisthesis finds that there are some flaws in industrial elements,interacted relation between industrial elements and systemenvironment. Based on the system theory, these flaws will affectthe function of system. So the thesis thinks that some measuresshould be take to change the capability of industrial element, totransform the internal structure of industrial system, improve thesystem environment. There are five parts in this thesis: The first part: exordium. In this part, the thesis introducesthe background and meaning of the topic, the system meanings ofregional industrial structure and regional industrial structureadjustment. The thesis thinks that regional industrial structureis a system which is made up of industrial elements or departmentelements, and which they exist according to some proportion andinteract each other, and whose aim is to promote the regionaleconomy increase; regional industrial structure adjustment is tochange the interacted relations between industrial element inregional industrial structure system, or introduce some kind of newelement or eliminate existent element, and realize the benigntransformation of system function. The second part: traditional regional industrial structuretheories and the regional industrial structure on the view of systemtheory. By studying the traditional regional industrial structuretheories, the thesis finds that they have some flaws, so we adoptsystem analysis to understand anew the regional industrialstructure. The thesis thinks that regional industrial structure isa complicated system, so we want to understand it properly, weshould use the system analysis approach. The third part: the meaning of using the system thought toadjust the North East old industrial base. There are two meanings:the first is that using this thought, changing system structure,making the industrial structure from out-of-order state to orderedstate can realize the persistent increase of regional economy; thesecond is that the industrial structure adjustment in the North Eastnot only can realize regional industrial structure therationalization and upgrade but also its rationalization willconduce to optimize the whole industrial layout. The forth part: historic evolvement, problems and the systemreasons of industrial structure in the North East. In this part,the thesis points out that there are a lot of problems in it byexpatiating on the historic evolvement of industrial structure inthe North East: first, quondam industrial structure has incline tobalanceable state, and new leading industry hasn't shaped; second,the third industry has a small proportion in the whole industrialstructure; third, the innovation ability of technology industry isnot strong and its scale is still small; forth, unspecializationin region. The thesis think that in the industrial structure in theNorth East, the industrial elements capability is low, theinteracted degree between industries is low, too, systemenvironment is not perfect, which weaken the function of industrialstructure system in the North East. The fifth part: the system consideration about regionalindustrial structure adjustment in the North East. In this part,the thesis puts forward some countermeasures aiming at someproblems in the forth part in the industrial structure in the NorthEast. The thesis thinks that we should follow the systemic principle.
