The Tentative Analysis On The Factor Of Russia In The Sino-US Relations After The Cold War

After the 911 Incident, the relations among big countries are deeply adjusted, the inter-action of China, Russia and the United States has become more delicate and more complicated. An inter-active structure mode has formed among China, Russia and the United States, in this mode, China and Russia rely on each other for support to confront with the hegemony of the United States in international affairs after the cold war. The intensification of the Russia-US relations after the 911 Incident has not made this structure transform totally. Though the Russia's function reduces compared with the function during the cold war, Russia is still playing an important role in the Sino-US relations, and the new characteristic of its function appears to some extent. This article is divided into three main parts and a brief summary: First part, tries to find out the basic embodiment of the Russia's factor in the Sino-US relations by tracking the history. This part has sequentially reviewed the change of the large triangular strategy among China , Soviet Union and the United States and the key influence of Soviet Union in the development of the Sino-US relations during the cold war,the corresponding development and change between the Sino-Russia relations and the Russia-US relations, the Russia's impact on the Sino-US relations which is refracted during the above process,the concrete embodiment of Russia's factor in the Sino-US relations after the cold war: First of all, the improvement and the advancement of the bilateral relation between China and Russia make China change the passive status in the Sino-US relations; Secondly, China and Russia developing bilateral cooperation,promoting mutual interests make China have broken through the limit of the United States, have improved military strength and have expanded the strategic space; Third, the consistency of China and Russia's foreign policies and views contributes to strengthen the weight of China on dealing with the Sino-US relations. Second part , points out the inter-active structure mode among China,Russia and the United States plays a decisive role in the exist of Russia's factor in the Sino-US relations and reveals the implication,cause of formation and characteristic of this inter-active structure mode. In an out-of-balance international structure because of the super status of the United States, China and Russia are in the similar unfavorable state, which makes the two countries have the common structural need and therefore derives out some important common benefits and views, which leads to the formation of the inter-active structure mode among China,Russia and the United States, in which ,China and Russia rely on each other to confront with the hegemony of the United States. This inter-active structure mode is far different from the strategic triangle relations among China,Soviet Union and the United States because of the new international environment after the cold war. This inter-active relations are not antagonistic, China,Russia and the United States are no longer the enemies of each other, and will not form an overall military and political alliance for fear of one specific country as it was during the cold war; the inter-active relations are different from the period of the cold war, it is multilateral and the structure is comparatively loose , its inter-active range and degree are not so strong,obvious and direct as the cold war period. This part also discusses the influence of the change in the inter-active structure mode on the Russia's function in the Sino-US relations. There are three items which decide the stability of the inter-active structure mode: the stability of the power contrast among China,Russia and the United States; the policy of containment of the United States to China and Russia; the good Sino-Russia relations. The adjustment of each bilateral relation within the range of the structure can not transform the structure mode. For example, the adjustment of the Russia-US relations after the 911 Incident has not transformed this structure mode, therefore, Russia is still an important factor in influencing the Sino-US relations. The third part , Mainly reveals that the role of Russia will existcontinuously in the Sino-US relations as for the stability of the inter-active structure mode among China,Russia and the United States. It is essential and feasible to continue keeping and fostering this factor: On one hand, conflict and cooperation between China and the United States coexist, positive factor and negative factor interweave, and the power of the two countries differs greatly, so China need remedy its deficiency by external force to expand the strategic space, strengthen the ability of resisting in the Sino-US relations; On the other hand, China and Russia have gained the common understanding in many aspects through the joint efforts of more than ten years, have developed a large number of cooperative fields, and have set up extensive cooperative foundation, the demands of both sides appear obvious complementary characteristic. But Russia's role has limit compared with the cold war period: First of all, in influencing dynamics, Russia plays a role in pinning down and adjusting the Sino-US relations, but this role is not decisive and does not possess the leading position; Secondly, in the influencing range, the Russia's impact on the Sino-US relations is generally limited to some concrete problems and has not influenced the overall situation obviously; Third, in the influencing way, Russia's role is shown as Russia are seeking the chances to improve and develop the relations with both China and the United States, then acting on the Sino-US relations positively; Finally, in the influencing effect, Russia's function in the Sino-US relations is delicate and complicated. The fourth part, it is a brief summary, point out that if China wants to be an omni-directional country in the future, it is vital for her to develop benign relations with both the United States and Russia. The super status of the United States and her policy of containment make China be in an unfavorable position, and China has to face the super status of the United States in the course of development, so China should keep normal relations with the United States; At the same time, keeping good relations with Russia is beneficial to the security of China's surrounding environment and Russia can become a useful...
