The work of transferring army officers to civilian(TAOTC) is a job thatpossesses overall situation and the strategy meaning. It is the great event ofthe basic interest of our army, our party and our nation. Along with thesocialism market economy system and perfect, the settling is faced manynew circumstances and new problems, and reform establishment is a must.This article is started with the method study on the settling system. Itincludes the history of the system, current contradiction and problem, theguidance principles of transferring officers of armed forces to civilian.Meanwhile, advanced experience of different countries in armed officersturning to civilian. This article is trying hard to show basically tentative planfor the settling reforms in order to provide some fairly standard guide and realfeasibility in our country's army officer turning to civilian settling reformstowards the system direction strides.This article is divided into four parts.First part: Briefing introduce our country's settling work developmentfor transferring officers of armed forces to civilian. The work of transferringofficers of armed forces to civilian in our country began in the EarthRevolution period. Along with founding of new China, this work has becomemore planned way gradually. After founding a state, the work has gonethrough five stages roughly: Stage one is 1949 to 1975. This stage is the initialformation of working system with stagnates particular period. Stage two is1975 to 1983. This stage is recovering and building the system. Stage three is1984 to 1988. This stage is reforming exploring particular period. Stage fouris 1989 to 2000. This stage is thoroughly reforming period. Stage five is 2001to now. This stage is reforming and innovating period.Looking back to the work of TAOTC, we have both experienced andlessons. Giving our enlightenment chiefly is: The reformation is the power ofTAOTC. Only constantly reformation is carried, can TAOTC work be full ofvigor. The reform must combine with our national condition and our militarysituation. It should be pushed on steadily.Second part: The necessity of TAOTC is expounded completely.Looking from practice angle, mandatory plan played an important role inTAOTC, making several millions of officers and their family members settledfairly. However, the work of TAOTC is faced many new problems of newcircumstances along with our country's open police and the form under theplanned economy system turn to socialism market economy.The chiefly phenomenon is as follows: Firstly, the mandatory settlingplan is hard to practice. The settling channel has become narrow. Officersbeing transferred to civilian work arranges the corresponding post is difficult.Secondly, the policy self-select-job is not so attractive. Policy support isinadequate, and the implementation environment is as good as we expected.The employment channel is single with poor guidance. The difference is bigbetween armed officers and civilian peer. TAOTC reformation can influencethe society stable.Third part: analyzing our country's TAOTC reform development. Putingforward our country's TAOTC work principle. Namely it should be suitsocialism market economy system. We have to persist in building guidingideology served for nation economic construction and armed forcesmodernizes, persist in macroscopic regulation and control and the organiccombination of interest adjustment, persist in the treatment with preferentialtreatment.At the same time , briefly introduce officers' retirement system of foreigncountries. There are chiefly five kinds to settling method. One, completely,two, partially retiring, three, completely self finding occupation, four,completely unifying be settled by the nation, and five, government settlingstrategy plus self looking for job.Although these settling methods identically are not same in foreigncountries, they are all based on their national condition and the police arepracticed effectively. The politics and economic civilization of our countryare different from these nations, and also can not indiscriminately imitate theirways, but we can get some profitable enlightenments: Officer'soccupationization is the general trend. Retirement from military service andself-select-job is the objective requirement of the market economy torelocating person with ability resources. Officer's retirement system only is fitfor the national condition of this country, and is favor of the stable of armedforces.Combination our country's TAOTC work present situation, the overalltrain of thought for TAOTC of our country is designed. The job is acomplicated systematic engineering that that involves many departments, andalso directly influences to army officers'thought stability. Therefore, in theconcrete act of the policy, feasible settling policy should be made, it shouldbe carried out step by step, it should be tested by selecting different areasand be made perfect gradually.Four part: consideration on our country's TAOTC. The advantage ofour country's TAOTC is analyzed. Along with the socialism market economysystem and the armed forces modernize construction step quickens, armydevelopment has started a particular new period. All areas of China hasprovided a huge ground for intellectual move and -select-job by reformation.State revenue and expenditure condition are constantly improved which haveprovided financial resources guaranty for the reformation and build the basiccondition for thoroughly reform of TAOTC work.Problems in the system reformation needed pay attention are: Fully thinkover the social security mechanism, fully think over the officers' knowledgestructure and civilization characters, think over armed forces'enduring abilityand army officers'mentally stability, think over our various places difference.Several kinds of tentative plans in our country's TAOTC systemreformation have been put forward by combined with the reality.
