The legislation is an important means by which social resource and wealth are distributed and reallocated. It is an important means to assign, define the right and interests and an important lever to promote the development of society, economy. The legislative procedure has prerequisite nature and fundamental meaning in the process of ruling by law in our country. The deliberation procedure determines the democratization and scientific degree directly. It is not only a core of the legislative procedure, but also a course through which legislators form consistent. It must be admitted that the issues have not be paid attention by the theory circle and actual department. The People's Republic of China Legislative Law in our country makes macroscopically framework of deliberation procedure, but there still exist a lot of questions worthy of research further.
