R&D of international corporations are the major sources of their technical innovation and technology monopoly, which have proved vital to their survival and development in the domestic and international business markets both of which are characterized by severe competition. Consequently, all the international corporations keep intense control over the management of R&D so as to minimize the possible technical overflow. However, since the late 1980's, the international corporations have started their practice of establishing technical researching institutions in overseas countries so as to better manipulate their researching resources and products development programs.The international corporations began to establish technical researching and products development institutions in China in 1994, and the number of this kind of institutions has been increasing on a continuous basis since then. Shall this quick development prove helpful to the technical overflow in China? What policies should we adopt to face such development trends?This paper summarizes the present status of R&D institutions established by international corporations and technical transfer practices of these international corporations, and on the basis of a detailed analyses of these statistics establishes a theoretical model of technical transfer and technical overflow.
