| The software industry is the strategic industry for national economy and social development. At present, there is the trans-corporation monopolizing problem in key software products market. At first, the paper discusses the danger of monopoly for competition order, technological innovation and consumer's welfare by efficiency analysis. Because of the market failure, it is important for the government to intervene the market. Secondly, it analyzes the economics character of several monopolizing behaviors such as standard monopoly, binding-sell monopoly and monopoly price. After pointing out the reasons of regulation, the paper gives some advices for regulation. Finally, the shortcomings of legal means have been discussed. The author analyses the importance of promoting competition strength and advises some measures.
