Laws are an important kind of regulations of human being. Hayek classed the regulations of human being into two kinds as following: the first is inside regulations coming from the nature of human society, the second is outside regulations coming from designing by human sense. The article demonstrates that all these regulations come ultimately from the action, conflicting and unison of powers. Laws are non-eliminated.Laws born from powers, and then develop hardly under the control of powers, and last will control powers in turn, which is the three kinds of relationship between laws and powers. When we are during the second period, only reforming laws will no force, while we should pay attention to reforming powers. Laws are laws, only when powers are equated, at this time our hope of controlling powers can lie on laws.
