| Daqing Oilfield Company Limited (DOCL) is a wholly-owned subsidiary of PetroChina Company Limited. It was made up by 22 key enterprises including exploration and development, scientific research and design, technological service and products selling of the former Daqing Petroleum Administration. It's a super-huge industrial enterprise relying mainly on the oil gas producing.The enterprise materials management is the general name of a series of management work of planning, organizing and controlling etc. The work includes purchasing, transporting, confirming, supplying, keeping, granting, rationally using, economically using and comprehensively using the materials that enterprise's production and operating activities need. Its aim is to solve the contradiction in such respects as the time, space, quantity, variety, specification, price and quality etc. existing between materials supplying and demanding and to link up each link in production so that we can guarantee the harmony production.DOCL is a national large-scale enterprise. Dozens of projects start every year, involving the fund of billions of yuan. In the course of project construction, there will be a large number of materials flowing, and there will be a large amount of work to be dealt with such as purchasing, examining and approving and supplying etc. So, materials management is a very important content in enterprise management. Using the materials rationally and storing the materials appropriately has important meanings. DOCL began the construction of extensive ground network in the middle and later periods of the 1990s. And now it had already built up a computer hardware network system that covering the whole DOCL. Utilizing the network information technology, every system of DOCL developed its own network information system such as Financial System, Exploration and Development System, Selling System and Chemical Industry System in succession. They are playing a positive role in DOCL production and construction. The Capital Construction Materials Management InformationSystem (CCMMIS) is an important component of DOCL production and construction. It is needed to improve working efficiency, optimize the business procedure, reduce the purchase cost and explore the modern enterprise materials management mode.This dissertation introduced the background, purpose and meanings of the selected title at first, and then sketched the current situation of domestic and international research of this title. Which included the current situation of materials management information system construction in international and domestic numerous enterprises. Thus the writing route and the innovative thought formed. In the relevant theories part, it introduced the concept of the management information system (MIS) at first, which included three stature concepts of management, information and system. Then it introduced the developing theory, planning theory, analyzing theory, designing theory and implementing theory of MIS. It described the construction course of MIS overall as the base theory of this dissertation.Chapter 3 and chapter 4 are the subject part of this dissertation. Chapter 3 is the current situation analysis of capital materials management in DOCL. It introduced the overview of DOCL, including the development history and current situation of DOCL at first. So we can define the whole management environment of DOCL. Then it introduced the current situation of capital materials management in DOCL, including the overview of capital materials management, the workflow of capital materials management, the content of capital materials management and the existing aspects that not suit the capital materials management work. The introduction of the workflow will contribute to form the construction thinking of CCMMIS, that was divided into four parts: the establishment and transmission of capital materials plan, the purchase of capital materials, the supply of capital materials and the confirmation of capital materials. The content of capital materials management was divided into three parts: capital materials planning management, capital materials supplying management and capital materials confirming management. The proposition of the not suitableaspects drew the importance of the MIS construction. Chapter 4 is the design of CCMMIS, and it is the key chapter of this dissertation. The concrete content includes the goal and key technology of the system, the research contents that the system should include mainly, the proving of systematic scheme, the design of CCMMIS, the analysis of business function module of CCMMIS, the input and output design and the software and hardware planning etc. In the design of CCMMIS, the CCMMIS was divided into eight subsystem: capital materials storage management subsystem, producing and maintaining materials supplying management subsystem, statistical analysis management subsystem, the suppliers management and assessing subsystem, capital materials purchasing management subsystem, capital materials supplying management subsystem, public basic subsystem and user service subsystem. In the analysis of business function module, it was divided into twelve function module: capital materials supplying plan management system, capital materials purchase management system, capital materials storage management system, logistics management system, capital materials settlement management system, capital material's price management system, the suppliers management and assessing system, public basic information system, the capital material's nature management system, statistical analysis management system, capital material's information issuing system and leader inquire system.Finally, it introduced the realization situation of the CCMMIS's function. It mainly included the using situation of CCMMIS and the function of CCMMIS in the aspects of users service, suppliers service and strengthening inside management. And then it introduced economic benefits and social benefits of CCMMIS.
