Analysis And Countermeasures To The "Screen Activity" Of Grass-roots Level Governments In Public Policy Implementation

Research purposes:At present the issue of the formulation and implementation of the public policy occupies an important place in the theoretical research of the subject of contemporary public administration. For how to ensure the public policy to reflect its value of the public interests, how to implement the policies effectively, so as to make the public value, which is implicated in the public policy, realized, make the leverage for achieving macro-adjusting of the social economic development by our government brought into full play. All these are very significant theoretically and practically to the government in present special transforming period. With the reform of the state systems in economy, politics and administration developing continuously in depth, the self-decision-rights of the grass-roots level governments increase progressively. So it is probable for them to contend with the public policies of the state higher level governments in implementation. Such conduct not only infringes the image of local governments at the grass-roots level and reduce the authoritativeness of the state central government, but also hinders the modernized construction of our country from developing smoothly. Basing on it, the present activities of policy implementing of the grass-roots level of our country have been investigated in this study. And this research attempts to find the intersectional points and the countermeasures for balancing the "screen activity" which emerges and develops in the course of the policy-implementation of the grass-roots level governments, through viewing the various obstructions created by the grass-roots level governments in the course of the information-transmiting, through analyzing the relevant theories of policy science at home and abroad, and through analyzing the multiple complex reasons of the "screen activity" of the grass-roots governments. Methods & new ideas:Taking the "Interests Analysis" as the medium, taking the "Public Man"(i.e. interests-but-rational-pursuers) as the "Humanity Hypothesis" of government officials, by analyzing a vast amount of scientific data collected and the practical cases investigated, the manifestations and the harmfulness of "Screen Activity" have been discussed and summarized in this paper. In the light of above, the three aspects including administrative background culture, bureaucratic structure, and the objectiverealities that the "Screen Activity" of the grass-roots level governments afford in the special transforming period of the state system have been researched and discussed in order to probe into the reasons for implementation deficit and to seek the significance of the study, and the way to deal with this problem. An important new trail that this study blazed is that the term "Screen" is extended to express some misdeeds of the grass-roots level governments in carrying out the state public policy, so as to describe and understand how the state policy-information was blocked in the course of policy implementation. Another new thing is that the paper introduces the physical term "entropy" to expound the interdependent functions between information and state organs, while using the relevant theories of information-economy to explain the information of policy. The more thing is that some mathematical logical inference is used to study why the grass-roots level governments chose "Screen Activity". Conclusion:Eliminating "Screen Activities" is advantageous for the government to construct a contemporary public relationship between the government and citizens; to prevent the effect of administration from decreasing progressively; to dispose social resources and interests reasonably. Thereby, the ways to deal with the "Screen Activity" have been suggested basing on three aspects, such as social ideology, supervisory systems and strengthen the transparency in policy implementation.
