Since 2019,China has intensively formulated a series of policies and measures for higher vocational education,setting a record high in the quality of training and enrollment scale,the number of fresh graduates of higher vocational colleges has surged,the employment pressure of graduates of vocational colleges has been rising,and whether graduates can complete employment with quality and quantity has become the focus of social attention.In order to further do better in guiding the employment of graduates of vocational colleges,alleviate employment pressure,and promote the highquality employment of graduates of colleges,the State Council and its ministries and commissions have successively issued various grassroots employment work requirements.As the name implies,grassroots employment refers to the employment of fresh graduates in grassroots institutions in townships below the county level,and grassroots employment has become an important employment channel for graduates of vocational colleges in the new era.Based on the Smith policy process model as the analytical tool,this study takes three vocational colleges in Yunnan Province and lots of grassroots units in Yunnan Province as the research objects,and explores the implementation effect of the grassroots employment policy for graduates of higher vocational colleges in Yunnan Province through literature method,questionnaire survey method and interview method,and analyzes the implementation and existing problems of the grassroots employment policy for graduates of higher vocational colleges in Yunnan Province.In general,the national level of grassroots employment policy has successively issued guiding policies and supporting policies,and the Yunnan provincial government has also followed suit and promulgated corresponding local policies,and the implementation of grassroots employment policy in Yunnan Province is implemented in parallel between the central and local governments.However,some problems have also emerged in the implementation of grassroots employment policies,from the four dimensions of Smith’s policy process model: in the implementation of grassroots employment policies in Yunnan Province,the design of the policies themselves lacks long-term mechanisms and the supporting policies are unbalanced;The main institutions of policy implementation are in charge of multiple heads,their responsibilities are not clear,and the policy publicity and implementation are insufficient;There are deviations in the perception of employability of the policy target group;The economic environment for policy implementation is backward,the public opinion and social environment are not enlightened,and the causes of the problem are further analyzed.Finally,based on the analysis of the previous article,in view of the existing problems,we continue to start from the Smith policy process model,and put forward a series of targeted suggestions such as improving grassroots employment policies,improving the implementation level of policy subjects,strengthening the ability training of policy target groups,and optimizing the policy environment.
