Government information popularization is the tendency of the present world. Including American, Canada, England, Japan there are about forty countries have their own "law of government popularization". Being a member of WTO. The problem of government information publicity is a hot issue that most people focus on.This paper is based on nomology. The author systematically analyse the legislation on the openness of the government information. It includes the feasibility, necessity, legislation mode, legislation level, main legal systems and contents to be established in the law. This article is composed of four parts. The first part starts from the meaning of government information publicity and the fundament of the rule of the law of information opening, and demonstrates the theories about government information publicity. The second part introduces the issue of our present governmental information publicity, legislation necessity and legislation feasibility. The third part introduces the legislation practice of government information publicity in Europe, Asia and other counties in Asia. Then the author conclude the trend of legislation and claim to derive legislation the experience from other country at abroad emphatically analyse the correlative contents about the governmentinformation publicity in our country, advocates to set down the law of government popularization from various angels and lower legislation, and introduce the main systems to be established in the law. At last the author construct the framework for the government information publicity with corpus content, proceeding, supervision and succour.
