The economic develop very fast and all trades and prefessions are flourishing in those years. At the same time, a series of social problems arise such as market without credit, monopoliee the market, unfair contracts state property lose, envirenmental pollution and the social unlnerable group have no way to ask help. These problems not only do great harm to our country and public interest, but also hold the way our corntry's development.At this point, there is a blank about public welfare action in our country's law, this cavses those problems can't be solvented well. So it is immrioent that the law stipulates a main part standing for public interest and endows the right to take legal procecdings. The author considers that our laws must clearly defines procuraforial organ is the main body for public welfare action and give a defuil operating sequence. The necessity ,the feasibility and the defuil operating sequence for procuratorial organ to arouse lawsuits are explain in this paper.
