| Based on dissatisfaction with the current study on our national environmental administrative system, the author makes a probe on development of the environmental administrative system from the foundation of new China to current from latitude of history. Although it is a history study on special subject, the author makes study on every side from many angles of view such as economic, political, legal, social and cultural angles and in the backgrounds both national and international The particularly important is that in an essay of law science, the author classifies the history of our national environmental administrative system into the front (1949-1978) and the behind (1979-current) stages accordingly as the rule-of- law stage and the non-rule-of-law stage to study. Taking the changes of internal organization as its clue and the legislative performances as emphasis assisted with many of positive references, the essay has illustrated the two stages of the national environmental administrative system at different levels from many angles. The environmental administrative system is an important in the national environmental law, which has always been a key point in the theoretic study. However, most of the above-mentioned study is repeated with insubstantial contents and single angle of view, resulting in dealing with a matter on its merits instead of touching the essence behind the issues.After making historical study, the essay in the end comes out a few pieces of regular understandings of development history of our national environmental administrative system as well as several primary suggestions for the future development. |
