Indian government in the mid-1990s made a major readjustment of their external strategy, marked "Gujral doctrine" policy introduced, the paper had a policy ofgood-neighbourliness on India this analysis.The first part focuses on the analysis of the "Gujral doctrine" in the background. Early 1990s, the Indian government faces domestic difficulties : internal political instability, frequent changes of government, slow economic growth, reform in a dilemma, sectarian conflicts and ethnic contradictions complex. Its main international challenges : the world economy and international political situation has undergone profound changes, international competition from a purely military competition have been transformed into a major economic and technological strength to the overall strength of the competition, India faces new security situation. India and its neighbors, particularly India, Pakistan tensions rapid development has become a serious constraint. In this domestic background, India introduced the "Gujral doctrine" in South Asia policy of good-neighbourliness.The second part detail the "Gujral doctrine" in the main content and substance. Its main contents include a message and the five principles. A message to all the nations of the world that extend the hand of friendship. Five principles mainly dealing with relations with the neighboring countries, to provide genuine help to neighbouring countries without requiring a corresponding return, the South Asian countries should not be used to harm the interests of other countries, non-interference in other countries internal affairs, mutual respect for each other's territorial integrity and sovereignty, peaceful settlement of disputes countries. In essence, no matter how India's foreign policy adjustments did not change the strategic objectives of India-South Asia.Part III comprehensively expounded the "Gujral doctrine" policy implications. The easing of relations between India and neighbouring countries in South Asia, South Asia region contributed to the integration process, and enhance India's status as a regional power. "Gujral doctrine" policy has achieved good results.Part IV deals with the government of India subsequent to the "Gujral doctrine" adjustment with China should take countermeasures. "Gujral Doctrine" policy thrust of successive governments in India has been widely supported and constantly adjust and supplement. South Asia is China's important neighboring region, stability in the South Asia region has a bearing on whether or not China is a stable security environment in the western and south-western important factors. The final response to the Chinesegovernment should take measures to be made a shallow analysis. India, China should face the rise of the Sino-Indian constructive strategic partnership;Consolidate the traditional friendship and deepening Sino-Brazilian strategic partnership;Promoting common development, and other South Asian countries to consolidate the traditional friendship.
