The Study On The Municipal Government Operative Mechanism Under The Condition Of Market-oriented Economy

Resolution approved by the 4^th plenary session of the 16th CCPC analyzed the current situation and tasks in a all-round way, emphatically studied several major issues including the construction of CPC's administrative capability, pointing out "we should adapt to the profound changes of our society, laying stress on constructing a harmonious society." Under the condition of market economy, the value-oriented viewpoint brought about by the market continually stirs the nerve of individuals as well as governments around the world, the efficiency of resource distribution makes people dizzy, and the rapid development of information technologies and communication gives impetus to the distribution of rare resource. If a municipal government works out a efficient way for the distribution of its resource, the resource will be exploited by other area, therefore we should stand ready to improve the operative mechanism, so as to attract production elements around the world such as talents, capital, commodities, technology and information, thus promoting the development of economy. The administrative capability and integrate ability of improving the investment environment and cultivating local competitiveness should be fully advanced to realize the updating of the mechanism, we should also intensify the key administration responsibilities, implement the social management duties of municipal governments, including perfecting the comprehensive security net, public health service system, environmental protection net and public aid machine, in a bid to construct a harmonious society of tolerance, stability, comfort and consolidation.This dissertation is divided into five chapters. Chapter 1 gives a general picture of how municipal governments operate, analyzes the motive behind the research with municipal governments as its subjects, then interprets the definition, characteristics, target and principle of the municipal government operative mechanism. Chapter 2 analyzes the municipal government operative mechanism theoretically, interprets the structure of four major supportive theories and deals with in detail four major mechanisms under which municipal governments operate and the relations ofmutual counter-weight and influence among them. Chapter 3 provides a full analysis for the current municipal government operative mechanism, finding major problems and concrete way, the operative situation of two typical municipal governments-ShenZhen and WenZhou city, so as to guide the development, improvement and perfection of other municipal governments' mechanism. In a same way, chapter 5 puts forward the issues of how to construct the operative system of NanChang city, capital of JiangXi province eastern China, providing a way and strategy to systematically improve the NanChang municipal government operative mechanism, pointing out that the NanChang municipal government should start with such five aspects as improving the rule of county directly responsible for municipal government, perfecting decision machine, advancing information of governments, enhancing incentive machine and consummating overseeing system.Postgraduate: He-yonggang Directed by: Prof.Huang-xinjian...
