Research On No.15 In Protocol On The Accession Of The PRC

China is the most badly hurt country which is in the anti-dumping activities in the world. The decisive reason is that many members of WTO regard our country as a non-market economy country. After entering the WTO, China must rigorously obey the acceptance in Protocol on the Accession of the PRC. However, NO. 15 in it, which is about the system of surrogate country, aroused the fireworks around the domestic and overseas theory circle. In this article I will analyze the matter and issue of non-market economy country and surrogate country in the anti-dumping system. Also I will compare and analyze the surrogate country system in European and American countries and areas to probe into its irrationality. Moreover, concerning NO.15 in Protocol on the Accession of the PRC, I will particularly take apart it, so that on this base we can raise the courttermeasure to react surrogate country system in the foreign anti-dumping for our China.
