On The Institutional Improvement Of Administrative Moralities In China

The administrative moralities as one of professional moralities, which are behavior standards, must be followed by administrators, play an important role in social activities when they execute public right and public affairs. While China is carrying on the omni-directional reform at present, the socialist market economy system is perfect progressively; and the socialist democracy is advanced constantly. Under such a background, former socialist administrative moralities build that relies on ideological education method can no longer meet the development of the new era. It must be turned to institutional improvement by which the value of socialist administrative moralities in the new era could be realized.First of all, extant political and administrative system should be innovated, and make them instructive for encouraging and the facilitation of the socialist administrative moralities; Secondly, institutional improvement and the legal system construction should be paid great attention.Based on the above understanding, this paper sets out from the analysis for the current situation in construction of administrative moralities in our country, and then proposes some suggestions of administrative moralities build in terms of institutional improvement. In the first part, this paper explains the definition and essential features of moral and administrative moralities in China; Second part summarizes administrative moralities build achievement, puts forward conspicuous problems and the very crux of administrative moralities build in our country; The third part based on the above discussion, proposes the necessity of the institutional improvement on the basis of the theoretical and realistic analysis, and presents feasibility analysis of building such a system; The last part of this paper puts forward some feasible institutional policies from the aspects of standard construction and supervision mechanism construction in administrative moralities build.
