Right of discretion is a necessary part in modern day government operation, at the same time it is also a power that should be closely monitored. In fact the right of discretion is difficulty to control. One of our country's major problems we have to face is how to balance the conflict between the right of citizen and the power of government. It will benefit us greatly if we can find a more logistical way to distribute power given by right of discretion.According to the newest government operation theory, there is a practical meaning to put successful private sector idea of management in to government operation. I, as the author, will discuss how to merge the idea of standardization into the right of discretion in order to keep the government form abusing this power. By using example of Shenzhen Planning and Land Resource Bureau management's standardized governmental operation, this essay will demonstrate the key points that support the use of standardization of governmental action.This paper will consist of five parts:The first part is the executive summary which will talk about this paper's main idea and method of research. The second part talks about what exactly is right of discretion, and why is it necessary to limit this power. The third section is the main point of this paper. This section will mainly talks about ways to limit right of discretion, bring out the idea that standardization of governmental action is one of if not the best way to prevent the abuse of power by government personnel. The four section will talk about what is standardization, what is standardization of governmental action, and the meaning to standardization of governmental action. By using real life examples from everyday operation in certain government agencies, I will demonstrate an ideal model for standardization of governmental action as well as bring out any difficulty when operating and solution to those problems. The final part of this paper will be the conclusion which will give out a complete review of the points I made previously.
