Research Of Harmonious Administrative Organs' Construction

Constructing the socialism harmonious society and taking the enhancement of the ability of constructing the socialism harmonious society as the important content of strengthening the Party's ruling ability are the significant tasks proposed by the 16^th session, and the third and fourth plenary conferences of the 16^th session of the Communist Party of China. Constructing the socialism harmonious society is a systematic project and it involves all aspects. It demands that each part and various factors in the social system be in the situation of inter-co ordination. All levels of administrative organs are the society's important constituents and cells. They take the macroscopic management function of the national politics, economy, culture and society and they are in the central and key position in the building of socialism harmonious society. All organs must firstly be harmonious and be the model of harmonious, and then the whole society might be harmonious. Besides, constructing the harmonious administrative organs is the intrinsic request of raising the organs' level of decision-making, management and service and realizing the scientific development concept. At present, the practice of constructing the harmonious administrative organs in our country is in the stage of starting and emerging. It is necessary to theoretically study the topics related to harmonious organs' construction so that it might give some direction to our countries' practice of constructing harmonious administrative organs.There are many unharmonious phenomena existing in the administrative organs of our country, such as the aspects of thoughts and attitudes, functions' fulfilling, and obedience of regulations, etc. There are also many factors causing these unharmonious phenomena, which are historic or realistic or personal. Since the near one year, activities of constructing harmonious administrative organs have been emerging in each place and various institutions. They are on rise and have obtained outstanding results, also accumulated much valuable experience. They provide powerful supports and make a lot of contribution to our countries' construction of socialist harmonious society. However, this experience doesn't rise to the theory altitude and many important questions related to harmonious administrative organs' construction have not been discussed and researched. So this paper finally elaborates the relations between the constructions of harmonious administrative organs and "five institutions", uses the "harmonious theory", an organizational management theory, which is suitable for some complex systems to construct the simple pattern of harmonious administrative organs, and analyzes the countermeasures to harmonious administrativeorgans' construction from the angles of system construction, organizations and agencies establishment, building of cultural environment and psychological atmosphere.
