Study On Administrative Monopoly And Its Regulation

As an economic behaviour and phenomenon , monopoly has a long history in contrast with competition . Generally speaking , the two are mutuallyexclusive . Due to the government and its departments inappropriate involvement,administrative monopoly does great harm to whole society,especially to economy.Every country has set strict limitations to administrative monopoly.Under the current circumstances in china,there are roughly five kinds of administrative monopologyrregional monopolies, themonopoly sector,the government limited transactious,administrative companies and government's interference with corporatious.The reasons for the appearance of it are as follows:Firstly,the historical tradition that business and government are inter-related in china is its cultural root;Secondly,the contradictions and conflicts between old and new systems are the systematic root;Thirdly, since ancient times, consciousness of "official position" and "money worship",which derives from our national habits and psychology, is the deep cause or even the main reason for it. Fourthly, the arbitrariness of administrative monopoly is further intensified by the decentralization of law enforcement and the unequality of the rights and obligations. Finally,in the particular period of economic transformation , the unreasonable old system is to be abolished, while a new system and related facilities accompanied have not been fully established. All this is an important reason for the existence of administrative monopoly in a certain period and is possibly to become worse.The complexity of its causes determines that it is very hard to get rid of administrative monopoly completely. It is necessary to fulfill this task in terms of the legislation system,political system reform and economic system reform. Only thus,can we minimize the negative impact of administrative monopoly, and finally provides a good environment for the development of our Socialistic Market Economy.
