Executive power is the power of governing body to execute law and run public business legally. It is the important part of national power. Nowadays, executive power has been closely linked to everybody's life.Because of the conjunct influences of its own characters and external factors, executive power can be dissimilated easily. That means executive power will deviate its original intention. In this thesis, the dissimilation of executive power means all the unlawfully use of executive power. The dissimilation will harm not only executive power itself but also the development of social economy and polity and finally it will jeopardize the realization of public cause and public benefit. In order to prevent the dissimilation of executive power we must supervise it. Supervision by public opinion is the important part of the supervision system of executive power."Supervision by Public Opinion" referred to in this thesis is that people use their legal right to express their views and form the public opinion to criticize and restrain bad social behaviors through mass media or other method openly. These views have some certain orientation. Strengthening the supervision by public opinion of executive power could (1) perfect the supervision system of executive power; (2) promote the administrative decision-making to be more democratic and scientific; (3) guarantee modern administration running normally; (4) help the public's right to come true.Supervision by public opinion has been playing a positive and important role in our country. However, there are still some problems. These problems mainly are that (1) information transfer cannels are blocked to some extent; (2) the dynamics of supervision by public opinion is still not enough; (3) the supervisors can not precisely hold yardsticks; (4) the citizen participation in supervision by public opinion is incompletely abundantly.
