The cadre system of our party is a guide norm for our party to employ cadres and supervise their behaviors. The reforming of the cadre system has become one of the most important tasks in terms of both our party and cadre construction that our party is faced with in this era. Jiang Zemin, our general secretary, pointed out in the report that he made at the fifteenth people's congress, "we should speed up the progress of reforming of our cadre system, magnify our democracy, improve our examination system, promote communication, enhance supervision, in order to cultivate more talents, especially those who can be up and down." What Mr. Jiang said is, for one part, a profound summary of the reforming of the cadre system during the past twenty years since the adoption of reform and opening policy, and for another part, an important but tough task in order to construct our party into a perfect one in the new era. It also makes a significant project for us to research.This paper deals with the significance of the reforming of the cadre system in the new era, applying the central theories of Maxism, Mao Zedong's thoughts and Deng Xiaoping's The Three Representative theories to the concrete practice of our cadre system's reform at present. This paper reviews the history of the cadre system in their achievement, points out all the defects in our cadre system and the significance of the reforming of the system. Besides, it also sets the principle and direction that the reforming work of the cadre system should stick to. This paper discusses the concrete reforming measures in detail in order to further the reforming of the cadre system, and sep up a scientific and canonical cadre system, and construct a new cadre system of high quality.
