Talent is a fundamental element to the development of a country. In 2010, we put out a series of measures on the selection and administration of our officers. It has proved that this system can meet the needs of our domestic market and is accompanied with our reformation and development. Since the reform and opening-up, new progress was achieved in cadre exchange and it has provided immense amounts of excellent leaders. While in practice, there are still some problems in organizational and ideological fields. It is of great importance to study the cadre exchange not only in practice but also in theory. At the present stage, the study of cadre exchange is still in the stage of primary and the information is not incomplete. So we still have a long way to form a full set of the theory generally acknowledged and operated. Many experts and scholars showed their original views to our cadre exchange and cadres and personnel system reform. We believe that in the future, these points should be achieved by our Government Experts, and be taken as an important basis.This paper uses 5 chapters to expound the cadre exchange in administrative organization. Chapter 1, which is the part of Introduction, explains the research background and questions, and points out their political and social significance. Chapter 2 is the most important part in this paper. It argues the theoretical gist to the cadre exchange, including Deng Xiao ping Theory, leadership science and LMX of organizational behavior, then points out the relationship between 3 theories and cadre exchange. In chapter 3,1 give a simple overview on foreign and domestic research, including principle, type, history and basic experience. Chapter 4 analyzes the problem exists in cadre exchange, such as the mind, organizational, appraisal and supervision. In the fifth part, I give my perspective on how to improve our cadre exchange, including legal safeguard, management mechanism and optimize the environment. Frankly speaking, this paper reviewed entirely the cadre exchange and put forward some solutions to the problem, but there still exist some shortcomings, including no innovations, no quantitative analysis method, no concrete evaluation method.
