Thegovernment, enterprise, and guild should come into being a inter-sustain relationship, in which the government has definite economic management function, the enterprise has equal right and obligation, the guild has self-restrict and self-development awareness. Besides, the coke lex should specially make rules on the license system, market ingress system, anti-excess competition system and legal obligation system and so on.Above all, coke legalisation is a whole new subject in our country even in fremdness.
