At the beginning of 80's of 20th centuries, the international situations came out the relaxing sign, two superpowers of The United States and Soviet strengthened the dialogue in the resistance, America and Soviet arrived at some substantive results on some important questions thought negotiations after Gorbachev had come into power especially .They relaxed further the international situation. Peace and development became the subject of our era, Asking peace and development became the irresistible historical trends, settling international disputes in negotiatory and consultative way became the mutual recognitions of many nations. At home, economic development became a center task. It was realistic demand for our socialism modernization to create the lasting and peaceful environment. Deng Xiaoping had seen profoundly and clearly the international situations, had proposed thoughts of solving the international disputes in peace way, by grasping the historical opportunity, and by the manner and spirit of realistic and exploration. He took Five Principles of Mutual Respect as basic guidance, and persisted the principles of peaceful solution, avoiding conflicts, equality among nations , respects mutually, uppermost benefit, each other attendance, seeking common ground while maintaining difference, communal development. In settling international dispute question he proposed that, reasonable solutes boundary disputes with peace and coordinates ,solving territory conflicts left over by history with suspending the disputes, and making co-explorations, no solving questions we might let them alone at present, processing country relations without pestering the historical old debts, working hard quietly, solving the...
