The labor law as a reflection of modern civilization and fundamental guarantee of the benefits of the working class has a process of establishing, developing, perfecting which is full of equity and coordination between many kinds of powers. During the process, the labor legislation gradually improves, the ideas of the labor law continue updating, and the labor law has changed from a private law to a law composed of private attribute and public attribute. The labor law becomes possessing the attributes of the social security law and a part of it. The thesis is divided into three parts in order to probe the proposition that the labor law is a part of the social security.The first part describes the process of the establishment and development of the social security law and inducts the definition and characters of the"social law". The modern social security law comes into being with the development of material and spiritual civilization, the expansion of humanism and the pursuit for equity and justice. Its establishment is inevitable because it is in accordance with the qualification of modern legal civilization, the protection of human rights, the coordination of society and sustainable development. Seeing from the angle of the expansion of contents, the social security law went though three stages. The first stage is the period of factory law. The conflicts between the working class and the hosts of factories and the withering of labor resources, the economic crisis and the social problems resulting from the conflicts made the western capitalist countries pay more attention to the values of factory law; the second stage is the period of social security law, the situation and living conditions of the working class aggravated worse than before, the gap between the poor and the rich had been widening, the living of workers, the social order and security were threatened by the situation.
