Environmental impact assessment system is the embodiment of prevention first principle. It is the reforms of traditional model of development and decision-making .It ensures sustainable development, strengthens environmental management. It is effective measures to prevent new pollution and safeguard the ecological balance .It is an important part of modern environmental law. On October 28, 2002, the"PRC Environmental Impact Assessment Law"is adopted. Along with laws and regulations on environmental impact assessment adopted,China′s environmental impact assessment system is perfect. But there is still insufficient to restrict our further development of environmental impact assessment system. We need to improve it by studying and learning from other countries'relevant systems.Around this topic, this article illustrates it through four parts.Part one is the skeleton of environmental impact assessment system, which mainly includes the concept and the nature of environmental impact assessment system. Environmental impact assessment is methods and systems, which analyzes, forecasts and assesses the potential environmental impact of the project and construction, puts forward measures to reduce the adverse effects and provides measures for tracking and monitoring.The author discusses the nature of the Environmental impact assessment system from three aspects. First, environmental impact assessment is the means of the developer′s self-restraint and the means for the executive to supervise the implementation to developer′s acts; Second, the environmental impact assessment is to ensure that policy makers consider the environmental impact when they make decisions of proposed actions in administrative decision-making process; third, the environmental impact assessment system ensures sustainable development, reforms the way of the traditional economic development, it can promote the coordinated development of environmental protection and economic development.Part two is the value analysis of environmental impact assessment system.
