Host supervision means that, for the admission of foreign bank to domestic financial market, host country gives the legal examination and approval to the application for its entry by confirming its qualification and capacity. So as to maintain the security and stability of domestic banking. Known as the first firewall, the supervision to access of foreign bank is the vital part of supervision to foreign bank by keeping out some banks which one incompetent, with bad-credit and inappropriate for the national economic development. So with the fast development of financial liberation and internationalization, host country is loosening the market access principles while it is giving string enter requirement to the entry, for keeping the opening financial market with stable and prosperous development.The first part of the article gives the detail introduction and does the deep exploration of the two international organizations of banking supervision: WTO and The Basel system, and show the latest trends of relative rules on supervision to market access of foreign bank. In the second part, companion is made among the practice in some countries, including the practice in some developing countries with the similar closed financial market with China, in the process of reforming and opening, as well as in some developed countries. The third part does the creative study on the cooperation between host and home countries, which is badly needed issue, on the analyses of it. The last part points out some problems of supervision to market access of foreign bank in China, and gives the resolution to them, by taking advantage of the advanced ideas and technologies in the world.
