Innovating administrative institutions consist of the improving of the formal and informal institutions and the applying systems. Although innovating administrative institutions are influenced both by the outside environment ( such as politics, economy, culture and society) and the inside factors (such as the people and the organizations) which shape them, it can promote governmental change of functions, improve governmental efficiency and decentralize it properly. It can also enlarge the democracy of decision making. From the aspects of human nature,organization behaviors and institutions, the bureaucracy shows many bad influences. The bureaucracy impedes the socialistic construction so the restricting of bureaucracy needs innovating administrative institutions.We find that the unfinished institutions cause the problems of bureaucracy. First, the unfinished informal institutions weaken the"soft"constraint which allows the bad influence of officer oriented ideas, the weakened administrative mental limitations and the unfinished construction of governmental style. Second, the formal institutions are not perfect weakens by the unfinished incentive systems of the civil service, the governmental performance evaluation and the regulations of government's duties. Last, the applying systems are not implemented completely. For example, the government's power centralized unduly; the contributive systems of executive are not transparent; the supervisory systems of government's power need to be strengthened.Innovating administrative institutions are the fundamental methods to the restricting of bureaucracy. First, we improve the construction of administrative morality as follows: on the basis of a people-oriented value, not officer-oriented ideas; for the responsible government to construct a good administrative morality and strengthen the constructive evaluation systems of executive style. Second, improving the formal institutions, we need to perfect the incentive system of the civil service, the performance evaluations of government and the regulations of governmental duties.
