| Poverty alleviation and rural revitalization are two major strategic tasks that must be completed to achieve the modernization of China’s agricultural and rural areas and the prosperity of farmers’ lives.In view of poverty alleviation,the state attaches great importance to it and provides a large number of formal assistance system and resource support.In the implementation of policies,the informal system of the village itself,which is mainly composed of moral ethics,emotional connection,customs,local culture,etc.,restricts the villagers’ behavior together with the official laws and regulations of the state,plays an important role in the implementation of various poverty alleviation systems in the village and the daily governance of the village.Formal system and informal system are the "choice menu" of villagers’ action.How to pay attention to the combination of formal system and informal coupling system in the "network of institutions" should be an effective path to consolidate the integration of poverty alleviation and rural revitalization at present.This paper uses in-depth case survey to obtain data,and analyzes the data by combining grounded theory and thematic analysis,explores how X village organically "embedded" the formal system at the national level into the informal system of rural society,so as to realize the complementary advantages of the two and make them run smoothly in the practice of rural governance.This paper discusses the coupling logic of formal system and informal system,constructs the composition of the coupling mode of the two,and discusses the forming conditions and functions of the coupling mode of formal system and informal system,and presents the relationship and interaction between formal system and informal system comprehensively.It is found that the interaction between formal system and informal system can form the "coupling system combination" mode,and the so-called coupling system includes two meanings.One is a set of systematic tools formed by using formal system and informal system coupling in the process of grass-roots governance.The coupling system combination includes three kinds of interactive modes of system supplement,system subrogation and system flexibility.The coupling system combination has its own implementation conditions:formal system and informal system have the implementation conditions of the element in their way,form,resources,reward and punishment.The implementation conditions of the full formal system are the arrangement and selection of the purpose of the formal system,the form of the formal system,the way of the formal system,the resources of the formal system,and the implementation conditions of the rewards and punishments of the formal system.The purpose of the full informal system,the form of the informal system,the form of the informal system,the way of the informal system,the resources of the informal system,and the arrangement and selection of the conditions for the implementation of the rewards and punishments of the informal system are formed.The premise of system supplement is that the formal system is effective,and the informal system produces the result of convergence within the boundary of the formal system.At this time,the informal system is consistent with the policy goal,a supplement to the official behavior,which generally serves as the purpose of motivation,providing resources or meeting the needs.The premise of system subrogation is that the formal system does not apply.Due to the complex and changeable social affairs and the implementation cost of formal system,informal system often needs to play a role on the basis of formal system.At this time,informal system will temporarily replace formal system,establish authoritative subrogation,provide channels and resources,so as to achieve policy goals.Institutional flexibility is when the rigid provisions of policies are limited to support villagers,the village collective will change the rules to understand the provisions of policies and adapt the formal system to achieve the role of help.The following conclusions can be drawn on the function of coupling system combination: the function of system supplement plays the most role;The coupling mode of formal and informal systems plays a cognitive function;Institutional flexibility is invalid for the realization of equal relations of moral function;Institutional subrogation is ineffective in achieving political functions;Institutional subrogation is ineffective in the policy understanding of cognitive function.The decision-making and implementation of formal institutions can be improved through three paths.One is to give full play to the political function,that is,formal space is empowered to make informal space(villagers and the council)capable of completing the decision-making of formal space through autonomy.The second is to give full play to the cognitive function,that is,formal space and informal space to build communication channels,optimize the decision content and path.The third is to give full play to the moral function,that is,the moral of informal space restricts the decision-making and behavior of informal space and protects the public interests.It can provide enlightenment from the three aspects of policy supply,factor supply and power supply in the face of the realization path of consolidating and expanding the achievements of poverty alleviation and effectively connecting rural revitalization.The study of formal system and informal system coupling logic can supplement the existing theory of adaptive governance,provide enlightenment to the realization mode of adaptive governance,institutional coupling,as a management tool,has theoretical and practical guiding significance for rural revitalization. |
