Political civilization is the essential part of human civilization and it is also the successful result of human political wisdom and its central part is political democracy and nomocracy. The construction of socialist political civilization demands administrative activities should accord with administrative nomocracy principle. Namely, the administrative organs must carry out their activities based on laws. Since the reform and opening policy, great progress has been made in the nomocracy in our country and also great advances have been achieved in administrative nomocracy and public supervision system. On the other hand, however, as a result of the historical reasons and other reasons, the present situation in executing laws in administration is still not optimistic. Problems like not complying laws, not strictly executing laws, not going behind law-breaking, deliberately breaking laws, and taking bribes and perverting laws do still exist to some extent. To take efficient measures to decrease and prevent administrative law-breaking, to standardize administration activities, and to realize administrative nomocracy are the essential demand of socialist society.In the presumption of scientific connotation of socialist political civilization, this dissertation will demonstrate the relationship between administrative nomocracy and socialist political civilization. This study also discusses the problems of law-breaking and theirs causes in the field of administration, and it also points out the harms of administrative law-breaking to the construction of socialist political civilization. Based on these, this study also puts forward relevant measures to prevent and to deter administrative law-breaking.This dissertation consists of three parts. In the first part, it sets forth the scientific connotation of socialist political civilization and its relation to administrative nomocracy, demonstrating that administrative nomocracy is the essential safeguard for the construction of socialist political civilization. In the second part, it introduces the law-breaking problems in the field of administration, analyzes the causes of these problems, and points out the harms of administrative law-breaking to the construction of socialist political civilization. In the third part, it discusses the practical approaches to realize administrative nomocracy and to promote socialist political civilization.
