The Mainland's Taiwan Policies After Chen Re-elected: A Public Policy Analysis

After the Law of Administrative Punishment was passed by the Nation People's Congress in 1996,the experimental unit of relative-centralized administrative punishment rights was made by the State Council. It got certain improvement in each city through ten years'practice, but problems still exits. Nowadays, city administration comprehensive legal enforcement based on the experience from that, called CACLE for short, is carried on over the country in China, how to constitute a efficient and successful system of CACLE is worthy to study assiduously. The paper tries to make some research on this problem through four parts as follows:The first part Summarizes on CACLE system, includes to look back CACLE by three stages, explain four basic characters of CACLE which is concentrated, independent, synthesizing and stabilized, discuss main problem about CACLE, bring forward the design on CACLE system .The second part provides organization setup of CACLE by three steps. It forms leading office of CACLE on the State Council and province government. it constitutes organization of CACLE on city and district or county government which exercises the comprehensive rights of legal enforcement on four city-managing fields including city building, culture, sanitation and traffic. Then it makes full of equipment of organization's personnel.The third part supplies authority setup of CACLE. it figures out the origin matter of authority, equipment matter of authority, exertion matter of authority and settles the coordination matter with other government department, meanwhile, awards CACLE administrative rights combined with inspection, punishment and compulsion. .The forth part affords rules and regulations construction of CACLE .it makes rules of CACLE in order to define the procedure of comprehensive legal enforcement, draws regulations as to enhance guarantee for CACLE and strengthen surveillance to CACLE.
