Now the research on villager autonomy and villager election is on the upsurge. The villager election is the greatest democracy practice in Chinese history. But there is no special law to adjust this problem. At present, apart from six articles of the villager committee constitutive law formulated by the Standing Committee of the National People's Congress and the villager constitutive law implementation methods formulated by the Standing Committee of the National People's Congress in each province, there are also the election instruction opinions issued by the basic unit cadre with people's governments at all levels and their civil administration departments, party committees and the organization departments, as well as the village scope concrete election means announced by village election committee. But because of abstractness and simplicity, the above law is facing the danger of being made void. In many places, the rules may change frequently. In many cases, the rule was made deficient just before the beginning of election. Therefore, the law lacks the stability it should have. Small changes happen every year, big changes every three years. The democracy is one kind of system, so only after the democratic idea has been turned into the institutional democratic procedure can it be considered as the democratic victory.
